What You Will Do:

General Summary

Under limited supervision, designs, directs and evaluates systems to improve quality of patient care and ensure the effective management of clinical resources. Evaluates and drives educational practice for the Nursing team in the department and supports other training/competency/research and innovation. Impact is assessed through the measurement of clinical service quality and financial and productivity outcomes. Functions within a collaborative practice model with other disciplines. Scope extends beyond geographic or disciplinary boundaries. Develops and maintains interactive and collaborative relationships with key medical staff.


Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.


The major function of this role is the management of systems of care to achieve patient and program outcomes for assigned patient populations. Key patient management responsibilities include:

1. Implements clinical effectiveness strategies that result in improved outcomes.


A. Analyzes performance at the Medical Center and customer requirements, provides consultative services and expertise towards the current health care environment and best practice evidence, to identify opportunities and strategies for improvement.

B. Works with multidisciplinary teams, medical staff, leadership and staff to achieve clinical resource management objectives aligned with the annual operating plan.

C. Designs specific clinical practice strategies that improve performance in clinical, functional, satisfaction and cost outcomes. Develops and implements treatment protocols, guidelines and/or standards to systematize and coordinate care.

D. Designs and deploys measurement systems that quantify opportunities and results.

E. Creates a customer-oriented environment, through a focus on meeting customer requirements in process assessment and design, clinical and business practice improvements, and outcomes management.

F. Creates a cost-competitive environment, through the provision of analytic support and user-friendly information for use by clinicians and managers in improving market share and reducing the overall cost of care.

G. Deploys educational strategies that prepare staff and leaders to use tools and strategies in a performance improvement model.

H. Serves as a consultative resource to multidisciplinary teams and clinical leadership in developing approaches to improve continuity of care, optimize clinical outcomes and reduce utilization.

I. Serves as an interface between clinical leadership, physicians and staff in achieving mutual goals and providing customer responsive services.

J. Facilitates multidisciplinary team functioning and effectiveness.

2. Initiates collaborative activities with the schools, such as acting as a preceptor to students, collaborating with faculty members, accepting teaching appointments, and undertaking joint research projects for the purpose of evaluating patient and program outcomes and expanding specialty knowledge.


Addendum for the Adult Emergency Department
1. Assess educational and professional development needs based on scope of practice and development level of staff. Identifies strategies to assure staff competence with respect to new technology or proactive innovations, and to facilitate changes in practice or technology to improve outcomes.

2. Designs, implements, and evaluates educational programs for staff nurses, student nurses, nurse managers, and other disciplines.

3. Serves as a key contact and communication link between UMMS and affiliated schools to advance collaborative projects and innovation in the clinical setting. Helps to develop projects and proposals.

4. Creates innovative programs to monitor the effectiveness of clinical practice and education activities to the specialty areas. This includes periodic review and evaluation of professional practice, peers, self, and others.


What You Need to Be Successful:

Education and Experience

1. Master’s degree in nursing or related health science field is required.

2. Current licensure in related field is required (i.e. nursing, physical therapy).

3. Three to five years clinical experience which includes demonstration of clinical effectiveness strategies.


Knowledge, Skills and Abilities
1. Clinical and professional knowledge of current issues relevant to care delivery stems for specific patient populations. Additional knowledge in the areas of professional development, group process, change management and effective leadership is also required.

2. Ability to work autonomously in the management of projects and programs is required. Initiative and problem solving skills are needed.

3. Ability to develop collaborative programs and projects with other disciplines is required. Must be able to contribute to team effectiveness, build relationships and facilitate improvements.

4. General knowledge of PC and database management software packages is required.

5. Highly effective verbal and written skills are required to work with all levels of hospital personnel, administrators and clinical staff.

6. Ability to demonstrate knowledge and skills necessary to provide care appropriate to the patient population(s) served. Ability to demonstrate knowledge of the principles of growth and development over the life span and ability to assess data reflective of the patient's requirements relative to his or her population-specific and age specific needs.


Patient Safety

Ensures patient safety in the performance of job functions and through participation in hospital, department or unit patient safety initiatives.

1. Takes action to correct observed risks to patient safety.

2. Reports adverse events and near misses to appropriate management authority.

3. Identifies possible risks in processes, procedures, devices and communicates the same to those in charge.
